Neighbourhood Plan

The Neighbourhood Plan contains a number of policies, including actions addressing climate change; biodiversity; supporting limited development activity; retention of local green spaces; and introducing community actions promoting initiatives from parishioners. All of the Neighbourhood Plan policies have been drafted following engagement with the residents of Clipston parish.

Between 4th September 2020 and 30th October 2020 the draft of the Neighbourhood Plan went through the pre-submission consultation known as ‘Regulation 14’.  The documents which were published for this can be accessed from the below link:

Between the 9th February 2021 and 23rd March 2021 the Submitted Version of the draft Neighbourhood Plan went through the consultation known as ‘Regulation 16’. The documents which were published for this can be accessed from the below link:

All Comments made during such consultation were received by West Northamptonshire Council (WNC) and the Clipston Parish Council (CPC) responded to these Comments on 12th May 2021. WNC and CPC then appointed in May 2021 an independent Examiner to consider and assess the Plan. Following that appointment the Comments made during the Regulation 16 consultation period together with all other Neighbourhood Plan paperwork, were submitted by WNC to the Examiner.

The Examiner's subsequently issued:

        on 8th June 2021 the Examination Arrangements Note primarily providing guidance for CPC of the key stages of the process;

        on 17th June 2021 the Examiner’s (first) Clarification Note comprising the Examiner’s initial comments (responded to by CPC on            21st June 2021); and

        on 29th July 2021 the Examiner's Second Clarification Note comprising further queries concerning Policy HBE2 (responded to by            CPC on 5th August 2021).

The Examiner then issued his final Clipston Neighbourhood Development Plan Report on 7th September 2021 recommending to WNC that, subject to the incorporation of the modifications set out in the Report, the Neighbourhood Plan should proceed to referendum.

Accordingly following the Examiner’s recommendation Clipston parishioners will be asked in the referendum whether they support the Neighbourhood Plan or not.

The Neighbourhood Plan must receive support from more than half of those voting for it to be 'made' by WNC, after which it will form part of the wider development plan for West Northamptonshire up to 2029 and (amongst other matters) will be used to help decide planning applications in the Clipston neighbourhood area.
